It’s not uncommon for a credit department of a reputable business to use a number other than their national phone number. Ford Credit, for example, typically calls from a 313 phone number instead of their main line.

If you don’t have a Citi or AT&T Universal card, they are probably calling an old number they have on file. In this case, you can just block/ignore 859-283-8071. If it were me, and I had a Citi or AT&T Universal card that was late, I would still err on the side of caution and log onto their known website or call the national number to make a payment.
