The website which posted this article is the satirical National Report. Readers who have shared the article without reading its content apparently missed the sarcastic nature of the text:

A prison settlement where only the most erotically venereal, politically misinformed and emotionally damaged of individuals congregate. Existing in its own stagnate microcosm of empty, alcohol-induced human sexuality, the residents have bred an entirely new form of STD.

A “follow-up” article was published two days later.

New information has been unearthed regarding the aggressive STI which abducted the city’s private-parts like a Shang-hi Surprise last week… National media coverage on the crisis has been decidedly scarce. This could be primarily due to the rest of the United States regarding Portland Oregon as a joke of sorts.
